Download Flash, and try to convert into a .gif file when you make the flash emoticon.

download one of the free 'trial' programs. When it runs out, delete it, and redownload it. That's what I do. It works too.

I can't recommend it personally, but my friend used to use Jasc Animation Shop, and he made some pretty good animations just with the trial version. www.jasc.com/products/One more thing. You said you were going to use Photobucket to host the emoticons, but I don't think the bandwidth limit at Photobucket could handle forum-wide use. It was made for personal use, like hosting one avatar, not for putting out images for everyone on the forum to use.
